Wasn't a new quest system for the mounts to be introduced this patch/update, or is that been scrapped or coming later?

It is coming later, you are referring to the new earnable currency "seals of endeavour'.

Arriving as part of Update 30 and launching mid-June, the new Endeavors system is a free addition to the ESO base game that all players can utilize.
