Proc Scaling

Hey,

are sets like Silks of the Sun, which buff some kind of elemental damage, supposed to work in proc scaling for the appropriate sets? For example, is Grothdar supposed to be buffed by Silks of the Sun, is Syvarra's Scales supposed to be buffed by Swamp Raider, and so on?

I don't know how to figure this out, as some sets seem to scale with elemental damage and others don't. Maybe someone knows how it's meant to work?
