Blade of woe in imperial city dedicated CP perk not working porperly?

The champion perk says the following : killing "stuns" nearby enemies and grants you 5s of invisibility, during that period you may re-use blade of woe on nearby enemies
However I couldn't re use it on a valid target when I can clear small groups of NPC that way in PVE areas, the prompt just doesn't show up again
This is already pretty much just a glorified role play perk wich serve about no real purpose in PVE aside looking cool/edgy chain stabing npc and has none in PVP it could at least work as intended everywhere
