I mean, I myself plan to create a new character so I can grab the inn room for free-- but I could just buy it for 3000.
And I'd like to play through the new tutorial-- but I've already done that on the PTS.
So, given that there's no new class or race being added by Blackwood, I'm honestly curious why creating a new character is apparently a necessity for you?

The new tutorial showcases a legendary place in lore that I would personally love to see as well. However, like many people, I'm maxed out on alts and absolutely won't delete one, which leaves people like me out in the cold when trying to enjoy the new tutorials (I don't have access to the PTS). That's at least one reason, although I could list off many multiple reasons why they should be releasing more characters slots.
We generally only get character slots with a new class, next chapter will probably have a new class if the devs feel like making more (honestly i feel like we dont need any more) but tldr no unless new class
For those who have bought Blackwood, are you impressed? Is it worth it? I'm still on the fence for this one.

That said, I was equal parts excited and wary to visit Isle Balfiera...and it looks like I was right to be wary. Unfortunately, you aren't missing anything from the experience that you can't get from looking at a single screenshot of the portal room. Waste of a location with so much potential IMO.
I have never said this about a ESO expansion before...In it's current stage I would pass...I honestly wish I didn't purchase it. Starting out it was great but the flaws hit you like a ton of Bricks.
Maybe I should just replay Oblivion and remember when.

What “flaws” do you mean specifically?
I’m enjoying it without regret so far.

a Overland that is mostly empty, boring, and cringey
Probably the single worse Tutorial in gaming today
The Companions feel like a fan project and are nowhere near what was promised.
Oblivion Portals so underwhelming
The quest are boring full stop
We get it... men are weak stupid and irredeemably flawed, their gender makes them this way. Women on the other hand are strong, slayers who continually save the day. Cringe level 50 out of a 1-10 scale.
It's great you like it and will probably reply with an exasperated list of why I'm wrong....it still sucks.
