There are (were) many improved higher definition graphics for scenery and stuff, like walls, in newer DLCs that weren't updated in base game areas.
I don't know how many if any have been upgraded to newer graphics since I've moved play to newer areas for the most part since release, but I remember it was a thing.

If they haven't been improved in the base game - it'd be a shame if new players don't have the improvements in the original areas.

Can anyone set me straight if I'm behind the curve with regards to my info?

Consoles are just catching up to settings already available on PC. Let's see what that enhanced version gives (from this article:
    - 60 FPS: already here (and up to 200 FPS with slider in Votan's Advanced Settings or by changing SET MinFrameTime.2 value in UserSettings.txt),
    - Increased Draw Distance: *cough* draw distance sliders,
    - Unlocked Textures: I guess it's just skipping lower-quality mipmaps (eliminates texture pop-in). On PC you can do it with Votan's Advanced Settings (new Supreme entry in texture quality option) or by changing MIP_LOAD_SKIP_LEVELS from 0 to -3 in UserSettings.txt, but it kills performance on low-end PCs,
    - Updated Antialiasing: SMAA, already here,
    - Improved Reflections: Planar reflections, already here,

    etc, etc.

So yeah, we already have all those enhancement

No point asking for that without first giving your machine specs and game settings.

Here I don't think it does matter what the OP's specs are on his/her PC as it's a question of whether they'll implement any graphical upgrades for PC's in general.
Say hypothetically the answer was "yes" and they were going to add DX12 Ray Tracing support. In that scenario whether or not OP had the right hardware to turn on the Ray Tracing wouldn't change the fact that anyone else with the right setup could.

For the OP: are you aware there are some pretty cool 3rd party graphics mods you can already get for improved ESO graphics on PC?

Consoles are just getting what PC already has access to in the visual and display settings. They're not getting special treatment, just playing catch up.

They didn't do anything new for Consoles, so why would they go out of their way to add anything else to PC? So people can have MORE to complain about in Trials and Cyrodiil?

I was simply clarifying a mistaken understanding of the OP's original question, not trying to answer it nor argue for the necessity of any upgrades.
That being said anyone who has a capable GPU would certainly be excited IF they somehow added Ray Tracing and DLSS support. Why would they go out of their way to improve the Next-gen experience if the old versions work fine through backwards compatibility? It's a way to get new players interested in trying a game that's been out for 7 years. If they have a market study that tells them they'll make more money from bringing in new players than it costs to develop and implement graphical upgrades then of course they'd do it.
The complaints people have regarding performance in Trails and Cyro have almost nothing to do with the capabilities of the GPU's in client PC's and nearly everything to do with the netcode and communications delays with the servers. And IF they somehow added those advanced graphics features PC always has the option to toggle things like that on and off if someone thinks it's hurting the playability.

But what about this from the 7.0.0 pts patch notes?

    Art and Animation
    General
Added a new "Maximum" graphics settings option.
Added new temporal filtering to LSAO and Screen SpacGI Ambient Occlusion settings, improving the quality for both.
Optimized planar reflection graphics, reducing their impact to FPS.

Oh snap, so there is a new ultra + setting called maximum!

So there it is. One could speculate on what maximum settings entail....

Are the graphic settings available on PTS?

They are available on the PTS. I can't say I noticed much of a difference though.

For Ambient Occlusion we have now HBAO as highest setting and with Blackwood we will have SSGI which is better. I found comparison screenshots in Daybreak mod discord. Main difference are more realistic shadows which gives us much more realistic lighting of scene (look under furnitures and chairs area). Afte water shaders this is next huge change.

Hard to notice in stills let alone animated.

Still, glad they are putting time into graphics this late in the game.

Yes the water reflects everything above land in detail.

They touched up a lot of outfits.

The did some tweaking on player characters.

And brighten up the land with more dynamic lighting.

All of it under the radar.

the base vanilla game needs a remaster on textures, npc armor look like paper it's horrible.

actual in game animations could get a remaster too. and skills like conjured monsters from sorcerer.

I played a bit and I really like new SSGI graphics. Not only shadows are better but also lightining and subtle fog effects. This with last water update makes ESO much more next gen. From pure graphics perspective we don't need ESO 2. Oh, I wish too see someday new versions of base zones (not remake of old zones, but completely new creations in different timeline).

Just look at this subtle lighting and fog in Grahtwood. And Leyawiin screenshot looks almost like photoshoped promo screen :) With good monitor it looks realy outstanding - with resolution 1440p and good colors game looks really beautiful :)

Check the screens in full resolution to see details.
