Minimum Refresh Rate for ESO PC?

I am using a fairly old PC and want to upgrade my 24 inch monitor to a 32 or 34 inch one.

What is the minimum refresh rate I would need to make it playable on a larger screen?

I am at 60Hz now, but I expect to take a hit going for a bigger screen, possibly a curved one.

My video card is an AMD Radeon R9 200 Series if that matters. Old, but works fine otherwise. Only a DVI-D and older HDMI interface though, no DisplayPort.

I play at locked (through rivatuner) 36 fps, it feels nice and smooth after 100 fps to 30 fps random drops. At 48 fps it gives same high frame rate smoothness as 60 fps.

I lock mine at 30fps as that keeps my graphics card quiet and the frame rate consistent. Given nothing in the game happens in under about 100ms even it doesn't seem to make any difference.

Screen size doesn't matter but resolution does - so if you are using a 24" 1080p display and move to a 32 or 34 inch one nothing will change. If you are moving to 4K you need a bigger display than 34" to make a meaningful difference anyway.
