Zero loot in NE Daggerfall regions

The majority of indoor areas outside of the major holds in Glenumbra, Stormhaven, and Rivenspire all appear to be permanently looted. There are a few other smol, random places throughout Tamriel that are like this too, but it seems to be uniform in the Breton region. Did I miss a plot point that explained this? In the the Faolchu regions, I can understand this, but it's a little confusing from the Montclair and Bloodthorn standpoints. The Montclairs are nobles so looting seems out of place, and everyone seems to have it organized against the Bloodthorns, like any other strife in the land, so everywhere being looted doesn't seem normal 'XD

I'm not sure about every indoor area, but about delves there is a 1 hour cooldown for respawns for every container that you looted recently. Or at least this is what I read some time ago, when I started farming dwemer motifs...I looted everything inside the delve, then went to another and every urn, pot, backpack was already empty.

There's also a bug that has been with us since beta where you can get an indoor zone, like a dungeon etc. that is completely empty. Not a single container has anything in it.

That usually fixes itself after relogging/rezoning though ...

Not sure if this applies to your situation, but there's a loot cooldown when you loot too many containers on one character. In my experience, once you reach the limit, the next time you enter a new zone or instance, containers and pickpocket NPCs will be empty. Not sure how long it lasts—I usually switch characters.

Oh, no, my mistake, I meant all residential indoor areas lol. The dungeons are all working correctly, but basically all nightstands, desks, wardrobes, backpacks, barrels, etc inside homes are all empty except for within the major holds. It's been this way since I first started in the Daggerfall area some month ago. It was easy to dismiss to bloodfiends during the plot scenarios, but I'm starting to get suspicious.

I have seen this too in DC areas like Glenumbra and Rivenspire. Even if I go there before other areas, so any cooldown should not be a problem, all containers are always empty. I thInk the containers there are justice containers, not unowned ones.

Another area is in Auridon near Shattered Grove. All containers outside are always empty there. Chests and containers can be looted inside houses, though. I don’t remember if those containers are owned or justice containers, though.
