The note say that the maintenance will end at 16.00 UTC, it is now 17.00 where I live and the maintenance is still not OVER. Why isn't it FINISCHED.

Your local time is not UTC. It is currently 15:18 UTC, which is essentially Greenwich Mean Time but no summer time/daylight savings shifts. ZOS maintenance do run over from time to time, but this one has not run over yet.0
