Crafting writ crate arrows underground in Solitude

So I craft my writs in Solitude and went outside to "feed" my horse before handing the writs in, but when I go back into Solitude, all the arrows for the craft crates are now underground and I can't activate them. I have to leave the zone and return so the arrows are back where they belong to hand in the writs. Happened both on EU (twice) and NA.
I tried this because if I hand all the writs in before I go feed the horse, it takes awhile to open the door to get out of Solitude because the writ notifications keep interrupting me.
Not a huge deal but a bug none the less.

This has been the situation ever since Greymoor dropped - I just remind myself to drop off my writs BEFORE I go through the main gate . . .0
