Do monsters have spell and weapon penetration ?

There is info in discussions here on the spell and physical resistance of monsters, but I could not find info on their penetration values.

    In PVE enemies dont have penetration or critical chance.

    Isn't there a stacking armor debuff in one of the trials?

    They dont have pen or crit, but they might apply debuffs that decrease or negate your armor
