Cannot obtain quest, "March of the Ra Gada" [Zone Story Stuck]

I was doing the main questline of Alik'r Desert with my friend. We turned in "Shiri's Research" to Priestess Sermenh. Afterwards my dungeon que popped and I completed the dungeon. Upon returning my friend was able to talk to Throne Keeper Farvad and accept the next quest "March of the Ra Gada". However, there is no Throne Keeper Farvad in my game, so I am unable to accept the next quest or progress the questline.
