Alliance Change Tokens

Alright so I thought the point of the alliance change tokens was to allow an individual, to switch to a different alliance. The problem I run into is if I have a DC character who is locked into greyhost, but I want to alliance change them to AD or EP I no longer have access to greyhost because now it is locked to DC for the remainder of the campaign even if I have no toon on a DC alliance. Was this intended?
