Darkshade 1 achievement and quest broken on vet

Darkshade 1 broken on veteran, both the conquer achievement bot the dungeon quest cannot be completed. First boss in list (Head Shepherd Neloren) not acknowledged for the achievement despite I killed multiple times by now, and quest says talk to npc Nervyna Selos but when talking to it nothing happens.

Seriously ZOS, this is like 5+ years old content, how did you guys manage to break it???
