✭✭✭No it isn't. You can find this pattern in the Wraithhome house though, which is a Daedric style house. Two of the medallions that came from the Coldharbor furnishing sets from the Crown store have interesting patterns that can be used as ground patterns, but they aren't this one.
But yeah agree, those medallions would be much more versatile if they were the pattern in your post - Molag Bal's face stamped all over it doesn't make them very versatile.
