I use lightning for PvP and flame for PvE. Pretty sure most guides would say the same.

I think you mean puncturing strikes as spammable.
This is AOE damage, so in the champion points you would slot Biting Aura (10% AOE damage increase) instead of Deadly Aim (10% single target damage increase).
To benefit from this star, a lightning staff (AOE) seems to fit better than flame staff (increased Single target damage).

I don't use an AOE setup but markulrich is right they seem to recommend a lightning staff as weapon 1 if your running an AOE setup. I am running a single target setup because I have unlocked Elemental Weapon from the Psijic Order and its great to finally be able to dump Puncturing Sweeps and just sit back and spam fireballs into bosses now.

Since you play melee, I'd say the best choice would be dual wield, but if you want to use a staff, fire is usually the better choice:
    - In most groups you have encratis and engulfing flames debuffs on the boss, so your fire light attacks will do noticably more damage
    - Even if you use puncturing sweep as your spammable, you'll most likely still do a lot of single target damge that gets buffed by the fire staff passive (radiant opression, light attacks, burning light, ...)

Templar still benefits more from Deadly Aim (and fire staves) since LAs are single-target and will be your highest damaging "ability".

I'm unsure of this when it comes to DW, since your LA damage will be significantly lower there.

Well, I have never tested it but in CP 2.0 jabs are counted as a AOE dmg skill, so I assume only lightning staff will be beneficial for dmg bar. Plus HA in lightning staff is kinda broken, so combine it with Crushing Shock and you will get nice results ;)

However, while ago when I was trying to play magplar with two daggers (but I have Orc so finally I've abandoned this option) the best results I had with... Resto staff on backbar. Minor Berserk & Resolve, great panic shield with healing and nice magicka resto with HA to compensate for daggers - all this together works quite smoothly.

Inferno on your Single Target or Boss Bar

    Lightening on your AoE Bar.
Enjoy the game, life is what you really want to be worried about.

    Neither.

If you're forcing yourself into melee range by using jabs as your spammable, you'll get better milage out of a DW setup on frontbar, with a staff backbar to enable the use of the WoE + maelstrom inferno setup.

Twin daggers with nirn mainhand and precice offhand would probably work best, given templars damage bonus to crits.
Sharpened and maces shouldn't be needed for penetration because you're already getting that from light armour passives, unlike the stamina builds that run DW.

    This is assuming PvE, obviously.

Exactly this with poison enchant on main hand and flame enchant on off hand. Templar for what it’s worth seems to get the most gains by switching to DW. I got about 2.5k boost to damage, my MagDK got only a 1K boost doing the same thing. DW works more smoothly on Magplar and it’s probably the only mag class I would even bother making the switch mostly because the passive healing of sweeps offsets the need to be in melee range. DK also plays in melee but you’ve got to shield and/or self heal through some mechs that you can ignore on Templar.
