When you nerf set

A suggestion that many players share in my humble opinion:

I understand perfectly the fact of nerf of the sets in Cyrodiil for several reasons already evoked on your site, but why each time the pve must sympathize with it too?
A lot of really interesting sets were useless in pve because of pvp.

It is not possible to distinguish between the two savers, so PVE players would no longer be penalized because of PVP.

    ZOS can balance PVP and PVE separately when they want to. They have battlespirit. In fact, if you've paid attention to the Cyrodiil testing, they've turned off proc sets entirely, put three second cooldowns on AOEs, and made other major changes without impacting PVE at all.

    The truth is that ZOS doesn't want to.

    Why not? PVE players would love it if they did!

    1. ESO needs constant changes to the meta in both PVE and PVP to make sure it doesn't become stagnant. Remember when trials teams were running 8 necros? ZOS needs to shake up the meta and they do it for both PVE and PVP. Plus, nerfing old sets makes it easier to sell new BOP sets and Mythic Items.

    ZOS isn't interested in the sort of balance that results in stability and leads to stagnation. ZOS's balance is more akin to balancing a stick on one's nose - it requires constant adjustment to keep it in place, but at least it keeps players busy.

    I mean, it's only been a year or two from when ZOS standardized the set pieces and class skills, right? This proc set rework is just another in a series of reworks that are more about changing a dynamic meta than getting us to a stable place.

    2. It's my experience that many PVE players are not very good at evaluating when a PVE set is overused and overpowered. Unlike in PVP where we hear from our opponents directly, PVE players never hear the complaints from Molag Kena, Domihaus, and the coalition of trial bosses about how hard it is to kill those pesky players or how certain sets are doing too much damage. Only the Devs have that sort of data. And so many PVE players tend to be blindsided when the Devs nerf something for PVE reasons. (Look at Thrassians Stranglers and Ring of the Pale Order, which were pretty clearly nerfed for PVE reasons. Or the CP nerfs, which come from ZOS' stated intent to lower the ceiling by 15-20%.)


    So it's true that PVP players tend to complain more than PVE players when sets are too powerful, but take that with a grain of salt. The Devs have good reasons to "shake the snow globe and call it "fresh and new"" every couple updates.

    That's partially true, otherwise, PvE Magicka DPS players wouldn't need, patch after patch, to simply stack Critical as if the world would end if they wanted to play any other way. From what I can see, ZOS wants Tanks, Healers (if they survive the setbacks and to the Companions) and Stamina players to vary their builds that often, while Magicka DPS must be content with any stinky bone we can find.
