Blackwood releases June 1 for PC and June 8 for console. ZOS no longer calls that “early access,” though.

There's no reason to assume they're going to suddenly change the release dates without telling anyone, for exactly this reason - players need to know when the new chapter is going to be coming out so they can buy and play it. Suddenly giving it to everyone early with no notice would just cause confusion and likely lead to lower player numbers or even lower sales in the first week.

Therefore it's safe to assume that the date they've given us is the date it's going to come out and there isn't some super-secret earlier release date they haven't told anyone about.
