Honor Guard epaulets are slim and unobtrusive, but still easily visible -- and they have no strap or anything, so they look like they're just glued to your arm if your chest piece doesn't have an appropriate sleeve/armband/whatevs.
Mercenary shoulders can be kind of okay. They're one of the few asymmetrical shoulders, and are sort of plain(?) enough to go with most any style. They float less than other styles too, which is always good.
The Prophet's Shawl (I think that's the name, not in-game atm) is an okay entire shoulder/collar covering that is pretty plain and dyeable, so you can make it work with certain looks.
Akaviri epaulets, Assassin's League shoulders, and a few others I can't quite remember off the top of my head are slim shoulder coverings that are often just hidden in bulkier chest styles, or close enough that dye matching them will make them pretty inconspicuous.
Though the real solution is to repeatedly ask ZOS until they finally relent and let us just hide any & every piece of clothing we feel is appropriate for customizing our characters! ;P
Use Medium Outlaw Shoulders (these meld pretty well with a lot of styles, and are fairly unobtrusive)
Use Medium Ancestral Reach Shoulders (on characters that wear Ancestral Reach, Barbaric, or Primal Style armor)
Don't wear shoulders at all
I think the last datamine or announcement revealed that mephala might become available as style.
It is one of the smallest, one sided monster set shoulders.

It is one of the few I would use, beside honour guard light, mercenary medium and Akaviri light depending on the chest.
For example Akaviri gets covered by the arms if you use a coldsnap chest.

A lot of unintrusive shoulders that can be hidden in some armour have already been mentioned, but you can also work with some of the less armour-y ones to make them blend in. They might not all be casual-like, but they can give some ideas.

just the bra. As it is black it fits well with the undyable black shoulder.
Mercenary, Tsaesci, and then any shawl-type shoulders (High Elf and Breton styles have a few to choose from right from the start. Prophet's Shawl is good. Malacath has one. Thieve's Guild too.)
Great suggestions! I just did some shopping for shoulder pages and finally my slimmer characters look unbulky.
Swordthane light and medium are also good shoulder pieces. Especially the epaulets are very small and pretty unnoticeable and I've used them a lot for this reason. Only, their fur fringe at the lower end may make them unsuitable to be paired with some styles.
I mostly use Akaviri light, Sapiarch light, Fang Lair light, the Windhelm scale (though only with characters wearing black for obvious reasons - really wish it was dyeable!)
