Should shields be able to apply any enchant?

This idea was posed to me the other day. The original idea was Jewellery enchants would be able to be put on shields so that tanks could have stat regen on their shield. I thought the idea was really good but then I thought about weapon enchant and I am of the kind that this could also be good.
For example: Jewellery enchants would allow a player to edge out their build a little more whether they want to add a little more weapon damage or slap on an elemental resistance glyph for some added defence.
Weapon Enchants however would allow a tank to put on a Hardening Enchant for more defence or someone that wants a little more damage out of running Sword and Shield could slap on a Weapon Damage glyph or an elemental one. The trait would remain as armor traits to prevent things like 4 Bloodthirsty.

Thoughts?

Alternatively Shields could just have their own completely new unique enchants. Would give players a reason to go out an hunt more runes.

    I would be for this change.

    It would also be nice to proc glyphs from Bashing. IIRC, that does not work nor do poisons.

    Why bend the rules for one thing and keep them rigid for another aspect?

    YandereGF does bring up a good point. From what I have seen a weapon exchange only procs from using the actual weapon. That would seem to lead to a weapon enchant on the shield useless.
