Shalidor's Library Books in Western Skyrim

I am trying to understand the rules governing the placement of Shalidor's Library Books in Western Skyrim (those needed to complete the location).
When I walked through this Zone for the first time, the books somehow got together and I didn't pay attention to where they were.
Now I'm playing a different character there and I'm having a hard time finding them all.
So I made another character for testing and found 6 books with it in only two places in the Blue Palace and in the Mage Guild.

Where there is logic, in older locations, the Books were kept in fixed locations.

Can any kind experienced soul make me realize what is going on here?

I’m not quite sure I understand the question, but perhaps:

Shalidor’s books (the blue ones that disappear after you read them) are all scattered throughout the base game zones. Usually there are 4 or so copies in the same general area in the base game zones. Certain ones are then also distributed throughout DLC zones. Once you read one copy, all the other copies in the game disappear. So if you read them in their original zones, they will not appear in the DLC zones, and vice versa.

Does that seem related to what you’re seeing?

I always thought it worked as you described.
Except it doesn't work that way in Western Skyrim.
I made a completely new character and only visited two locations in Solitude Mage Guild and Blue Palace.
I did not find any book on the ground, but I found as many as 8 books in book cabinets.
As you can see in the picture.

This is how it works or something broke for me.
