Stinging Slashes Set - how does it work?

Twin Slashes deals 1635 more damage for each hit of the initial attack and bleed.

This is Twin Slashes' tooltip: Slice an enemy with both weapons to cause deep lacerations, dealing 644 Physical Damage with each weapon and causing them to bleed for an additional 2570 Bleed Damage over 10 seconds.

For each hit of the initial attack and bleed? What? Is this a stacking buff that cumulates charges and unleashes with the following Twin Slashes attack or what?

It does exactly what it says on the tin. Adds 1635 damage to both blades. Followed by 1635 per tick of the bleed. Basically this:

Slice an enemy with both weapons to cause deep lacerations, dealing 3297 Physical Damage with each weapon and causing them to bleed for an additional 18920 Bleed Damage over 10 seconds.

You initial hit will be about 6600 followed by a 18920 Bleed over 10 seconds. This based on the numbers you presented. Equipping the skill with higher weapon damage and stamina will give better results. It’s a very good set to have on a dedicated Bleed build.
