I have issues where in some spots my computer wants to DO ALL THE FRAMES and my fps speeds up to 200+ for... no real reason. Usually this happens around water (especially while fishing), and my fans all speed up super high as it's taxing my graphic card unnecessarily. What I ended up doing is putting a fps cap on ESO in my nvidia settings AND in ESO's settings, so that neither can go over 142fps.
I still get the sudden increase from 80-90 to 142, and my fans speed up a bit, but it isn't nearly as bad as it was... and my PC no longer sounds like a jet engine when I'm doing the Super Difficult Task of... fishing.
It could be that, when at the login screen, your computer is like "Heck yeah, Ima make ALL THE FRAMES!" which is why it's using a lot of resources and freaking out on you. Cap the frames on the program, and perhaps that'll help a little.
