Can "instant" spells be interrupted?

Can you interrupt an ostensibly instant skill? Last night my Power of the Light was interrupted. I've had this with other instant skills too. I feel like some "instant" skills have hidden casting times, several skills take 1-2 seconds to activate but are still classified as instant. Why?

You were interrupted just as or an instant before you tried casting it. That's my best guess as you didn't really explain the situation in which this happened.

Examples, Crushing Shock & Poison Arrow, instant cast staff/bow skills that interrupt. The mobs are also casting instant skills, so how can those skills interrupt... well because you just interrupted the next thing they were about to do. The exception being... hitting them while channeling, like those fun flame guys in HRC.
