PvE is a bit broad term used in min/maxer conversations. As I min/max my toons for trials and vet DLC dungeons, but for vet dungeons and normals I do not. I usually do those in training gear, which can be another form for min/maxing =P

He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

I do until I don’t. I use many different pieces of many different builds but ultimately I end up settling on a final version that provides consistent damage and ease of use in content over top end damage. I don’t mind sacrificing 5k off a build on a trial dummy knowing full well it’s going to outperform that 5K loss in content because my groups are optimized and have better uptimes on support sets and 5x the synergies when I need it. I also prefer rotations that I can stack damage quickly and minimize the bar swaps. The skills are still there, the dots still have near 100% uptime and I can quickly adapt to the situation or reset and start from the beginning when mechs happen.
One thing I won’t do however is chase a meta build for the sake of a meta build. For example I’m not about to go messing with this DW dagger stuff on anything except maybe a MagDK. I run one already that hits 80K that hit 86k last patch. Same skills, gear and rotation, one simple bar swap. My guild mate runs the new meta build with DW daggers and a more complicated rotation. The other difference is he is Khajiit and I am Altmer. He hits 81K but with about 5 barswaps in the rotation. All that work for 1K more. That sort of min/maxing just is not worth the headache.
Kind of have to if grouping isn't easy. I don't have the energy to group most of the time, and I refuse to do pugs because they are exhausting. I don't have *bad* experiences with pugs most of the time, but rushing and keeping up and trying not to miss anything, just that pace is rough on me and my carpal tunnel and my nerves. So I mostly solo or duo and you *have* to minmax just to get through that. It's not for fun or out of any desire to be competitive, it feels like a necessary chore. The only thing that ever eases that is when I have the energy to group up with my guild, they make grouping pleasant and fun and then I don't really have to worry too much about performance unless it's a trial or a vet dungeon.
My damaged cat cable is duck-taped, my keyboard keys sometimes fly off, my #2 key on my mouse is not always responsive. In-game, I do just fine as long as my in-home equipment stays together. It's good stuff; it's just wearing out. I received a replacement key set for my keyboard which was a very thoughtful gift so I am mostly good 99% of the time.
Gear-wise, I do my best with gold gear, but I don't have perfected versions. I could do better with rotation but I haven't been able to talk myself into using my trial dummy all the way through to the end. I think if I did, I'd be less abusive to my equipment, since I'd have to slow down on mashing the keys.

I never ran orc even as stam dps; always Redguard or Imperial. I don't always run the top-tier meta (last patch I used the vate bow pretty effectively in vet HM trials, for instance)... but I do "min/max" as much as I can with what I'm using. BiS sets and traits, making sure I'm at pen cap in groups without alkosh/tremorscale, appropriate stat distribution, food and potions, best mundus for whatever setup, proper CP, proper rotation, etc.
To me, as long as I'm carrying my weight for the content I'm doing (vet HM trials/trifectas), that's all I care about. I've never needed to min/max to the point where it's come down to something like race, but I don't scorepush.
Yes, to some degree. I do not go with perfect min maxed group builds, I usually create my own concept and min max the hell out of it. I end up with not meta builds, but min maxed not meta one xD.

In vet pledges and normal randoms I just use trash mag/stam pots so slot skills that give me the desired buffs. In vet DLC pledges or vet trails I use spell/weapon dmg pots so it improves dps from not casting buffs and opens up a couple slots for additional skills.
Depending on the set I still have a couple purple pieces, mainly because each time I gold something out it gets nerfed into oblivion the next update.
