1) Nothing has been said of Summerset being rolled into the base game. For that matter Vvardenfell still isn’t part of the base game technically.
2) Add that the classes of Warden/Necromancer are still paywalled. Why would Jewerly crafting be any different. And for that matter why would antiquities also be different? Companions itself is confirmed to be locked behind owning the chapter.
3) Adding hirelings goes against ZOS’ intention of jewlery crafting being a luxury skill. Optional but also requiring work. And by work I mean that their intention that jewlery is best farmed either through zone, accomplishment, or PVP.
We need a jewelry crafting hireling desperately! This makes a major difference in how fast the resource is used up.
Doing 5 dailies per day: Uses up 25-30 platinum per daily, you get 7 back from the chest, 3 from decon, which is a loss of 15-20 per daily quest. Hirelings on average give 5 of their resource, which means 5 times 5 = 25 for a day. Which is almost a free daily per day, for having a hireling. This quickly adds up!
Also, why do the jewelry crafting dailies only give 7 resources back per turn-in, instead of 15 like all the other craftingprofessions?

Because the devs think that making the resources scarcer makes the profession “harder” and therefore include it as part of their philosophy that jewelrycrafting is only for “serious” crafters. In reality it just makes it more time-consuming and annoying.
