One problem is passive procs. There shouldn't be a single passive proc in the game. Instead they should all be reactive.
For instance instead of just dealing automatic damage, healing, regen etc they should work along these lines when activating - giving a clear proc notification.
1. Your next heal within 5 seconds has x reduced cost
2. Your next snipe within 5 seconds does x% extra damage
3. Your next dodge roll x cheaper
Only reactive stuff... no passive procs.
