Followed closely by the Elseweyr questlines (excepting that undead dragon that I had to have friends help me kill.... and I haven't got to the dragon boss yet, what's his name, can't remember - but I'm expecting to never get through it....)

Northern Elsweyr on magica character you stay on entrance stairs with good HoT and shield spell, on Southern Elsweyr ping definitely would be a problem...

Wrothgar questlines are hands-down some of the best written. So many memorable characters come from there. The villains' motivations are easily understood and make sense instead of them being generic and obtuse (unlike a certain king in Western Skyrim). The changing dynamic between the player and characters, power struggles between the clans and the king, and seeing Orsinium actually grow and change as you progress. It was a nice touch to have Zhasim and Winks return in Southern Elsweyr since I always wondered where they ended up afterwards.
Clockwork City was another one. We got to explore a place that was largely alien compared to what little we had seen before in other titles, and I think that is why it turned out so good. Even if Sotha Sil remains a mysterious character, there was some character building there which we all craved. There were some explosive plot reveals, and of course everyone's most favorite badass in all of Tamriel, Divayth Fir. Couldn't forget Proctor Luciana Pullo, especially because of that choice near the end of the questline. I even thought it interesting that they included the Blackfeather Court for this quest since they were only minor characters in a public dungeon from the base zones before that.
Stormhaven main questline felt like heavy to me. The mystery leading into a Daedric plot to spoil the alliance between King Emeric and King Fahara'jad, then having the player leverage the choice between a knight's honor and the stability of the alliance was a seriously great story.
Reaper's March main questline was one of the saddest, but very good. I still hate having to make that choice, but damn is it memorable.

Oh yeah, that one was really good! Without spoilers, I wished they could find a solution to allow us to see the consequence of our ultimate decision in person during the Year of the Dragon. I wonder if we ever will...
