power of the light damage isn't being buffed by the new single target dmg cp. I'm not sure if this is intentional or not, but if it is it doesn't really seem fair since the reduce single target damage cp does decrease the amount of dmg taken by it

AFAIK, %dmg increases don't affect the maximum copied dmg, and the actual explosion.
