Random penetration drops on PC EU UI stat page

Having an issue on PC EU. My penetration amounts keep dropping randomly. I have tested using different foods/drink, running with no food/drink, changing skills, changing armour sets etc. Nothing my end seems to change the issue. I'm unsure if it actually changes the amount of pen the character is producing, or just a UI issue, either way, highly irritating.
I have noticed it drops on opening the character screen, can close it and reopen and it changes, then 1 second later, drops again.
Tested on two different computers, with two different accounts, both have same issue. Hopefully others have the same problem!

my amount dropped is EXACTLY the same, 2974. As mentioned in this other post, it seems to be a passive causing the issue.0
