Hello there (that was a star war reference)

I'd like to address on fact that I noticed in the game
every race has some NPC that stand out as unique and charismatic, and also has significally impact on many central events in the many stories quest

Khajiit race has Razum-Dar, Khamira even Zamarak
Dunmer race Has Naryu Virian and the Vanos brothers
Orsimer race Has Skordo.
Breton race has Darien Gautier, King Emeric, Stibbons, even lady Clarisse
Altmer race has Vanus Galerion, the Queen itself
Bosmer Race has.... (As a matter of fact bosmer don't have many noticeable NPCs Also...)
Imperials have Abnur Tharn
Nords have Lyris and the Skald King
Redguards have Sai Sahan and Tharayya

And Argonians?
Ther ins't many noticeable NPCs in the game, and those who are actually don't have major involvement other than their own side quests
And there are many argonians with potential to be really cool characters. That one from Ruinz of muzzultv is one that i'd love to see take a major part in future events

Bosmer and argonians need some love too

There's Xukas, Jaxsik-Orrn, Sun-In-Shadow, and soon we'll get Keshu the Black Fin.

I do wish Argonians had a recognizable character on the level of Naryu or Razum-Dar. Maybe that's what Keshu will be? We'll have to wait and see.

Walks-in-Ash is pretty memorable for me, but that might be because I really enjoyed the Pact questlines with her.

Bosmer have Indaenir and now Eveli.

Xukas or Walks-Softly would be great returning characters. I also liked the Naga woman from Murkmire because she has a unique perspective and motivations, and seeing her on the main stage could be pretty cool.

Specifically, I would love to see Walks-Softly as like an art thief/repatriator who infiltrates the upper class with his skillset and what he learned from his upbringing—but needs our help.

I get why they've been bringing back "main" characters during the past two years, but Eveli and Lyranth are good signs that we could see more popular secondary characters return.

There was also Green-Venom-Tongue as a major argonian character, tho sadly he can't return.

From the base game, the only one I can think of (that may appear again) is Captain One-Eye. She is a part of Shadowfen zone story and later on, she is also found in Coldharbour, in main quest story. Also, it is not said anywhere that she dies or something... she just disappears, and we never see her again.

As for the other memorable NPCs, there is Sees-All-Colors (Fighters Guild quests), but I think that at some point (Spoiler)
    She dies
So we most likely never see her as a returning NPC.

Other than that, I can not think of any Base Game Argonian NPC.

In DLC we have Walks-Softly (Thieves Guild DLC), Green-Venom-Tongue (Dark Brotherhood) Xukas, Jaxsik-Orrn, annoying Jee-Lar, and Choixth (Murkmire DLC).

The only "returning" NPC so far was Choixth - Murkmire & Summerset DLC, but in both of those DLCs her role was marginal and limited only to bonus-point achievement.

So, um... yeah, there is no clear "representative" Argonian NPC. Other races have at least one, or two, or even more.

Ironic how some of the most likeable characters come from there. He was very much like Veezara from Skyrim.

Now that I think about it, Dark Brotherhood, Thieves' guild, and Orsinium dlc characters probably have the most varied/distinct personalities out of most content. Almost strange to think that Percius Loche returns in another questline but Walk-Softly doesn't.

Oh man, Captain One-Eye! She's got the potential to be a great recurring character. I'd love to see her return.

Only like one person mentioned Choixth but don't forget it looks like the Dark Brotherhood will have an impact in Blackwood so we might be seeing more of her. Might.

Walks Softly would be a great candidate for return. Although I guess Lady Twilight and Seeks-The-Dark have taken the storylines he'd be able to occupy as the returning Thief Guild folks.

Those two have the bonus of being both an Argonian and a Wood Elf, I suppose.

I don't see characters with determinant fates making returns like Jaxsik-Orrn , Xukas or Eoki.

I actually agree with the OP. There are some important argonian characters but for me none that has felt really memorable, which is curious since I actually liked the Shadowfen questline, and we have a whole, albeit small region dedicated to argonians. Razum and Naryu are, by far, the most memorable characters for me. There is also Jakarn who I'm actually pretty fond of, and also Crafty Lerisa. Neramo and the Vanos brothers are awesome too, and Lady Laurent, while I want to punch her, I really enjoy her questlines. It is unfair not to mention Darien as a memorable character, even though I have a love-hate relationship with him, but perhaps that's part of the reason I can easily recall him. Count Verandis, the list of awesome characters goes on...

When I think about argonians, only Je-Laar comes to mind and that's because I've been doing his quests. He's not an interesting character, he's just... there.

I don't think she does, canonically. You get the choice to attack her, or to attack Aelif. either way, Aelif dies, and it's pretty clear that the "correct" choice is to go straight after Aelif and let Sees-All-Colors live.

Then if you did not attack Sees-All-Colors, you get the choice to tell the FG to banish her, or to let her stay, but not as Guild Master.

I'd imagine that since Colors was a Meridia worshipper, if you choose (poorly) to kill her, they'd just do some come back to life shenanigans like they did with Sai and Lyris.

Gwendis is ok, Eveli is rather annoying for me. But there is no interesting male Bosmer character that plays any significant role (and it doesn't count that you're for example sent around for the Silvenar...).

I wish we could see Xukas and/or Jaxsik-Orrn again, but due to the split decision at the end of the Murkmire Questline, it would be impossible to write them in, unless the Devs did a "This was the Canon choice" like they did with the Prophet.

    However

I hope to see Choixth again. And I have a feeling we might, considering she may or may not have been watching us throughout Summerset and Murkmire.

It feels like the writers are teasing something with her.

In the base game the Silvenar didn't make a particularly strong impression on me, I'd rather see a new Bosmer character here than to see him come back in a future chapter.

Tbh. I does not matter much as if you did last Murkmire quest it strongly indicates that:
Argonians can reincarnate. This is at least what this quest and all Argonian lore and even some other quests in game are hinting.

I adore Xukas. He's the most precious marshmallow.

Sadly because of the decision making in Murkmire it makes it tricky to make him come pack, and I don't approve of ZoS other decisions of ignoring choices. So then you would either get Xukas or Jaxsik-Orrn appearing, which wouldn't be bad.

Walks-Softly is probably the only other memorable argonian that could make appearances. Sees-All-Colors exist too, but she's less memorable compared to Walks-Softly imo.
[Lie] Of course! I don't even worship Daedra!
