I got the other two. But where’s the third, it’s like the Dwemer Miter but better textures. Could anyone from ZoS give information when it’s released please?

Not a necro. Another bump. 6.2.3 update notes state this item exist as it was dyeing poorly. Some enemies in The Reach Dwemer library can be seen wearing it too.
