If I trigger Empowering Sweep and get Empower, then fire Solar Flare (granting Empower again), do I get the bonus ? (or other means of empower)
I get Light and Heavy Attacks increased by 40%
ie. weapon does 1000 - Empower granted - up to 1400 damage, stacked 1960?
Or only 1 is available at a time? up to 1400?

Named buffs do not stack, unless they specifically say so. Major & Minor buffs can stack, as they're different buffs. But two identical buffs never stack, only refresh duration.1 -
universal_wrath✭✭✭✭✭No, you cannot stack unique buffs of the same name. Only 1 empower, vitality, sorcery, brutality...etc at a time. Minor and major buffs do stack with each other. You can also, stack named buffs like empower with no name buffs like sargent or daulist.1 -

✭✭The only exceptions (if you can even call them that) are things like abilities and armor sets that have procs which stack as part of their function (so, things like Relequen or Siroria for example), but these are not "Buffs" with a capital B, per se.
