While that doesn't actually answer the question of whether Misc furnishings will be available in-game without crown purchases, at least it means it can be gotten again without additional purchases.

For in-game Services items not requiring DLC or crown store purchases, we have:

• crafting stations of any variety (including outfit)
• storage chests and coffers
• target dummies (a handful of these, at least)

Crafting Stations incl. Outfit, Dye, Transmute
Storage Chests
Music Boxes
Dummies
NPCs (Mechant, Banker, etc)

These all are Service Items - non counts for the Achievement.
