Snow Tradders not working

So i have Snow Treaders on, but as you see on the video I get slowed down by "something", guessing noxious breath or something like that ?
I also can't use skills for 2 secs after I slowed down, you can see I'm clicking restro ult multiple times while i am not cc'ed.

The reason in the first play I put on snow traders was to prevent the bug from "roots" from occurring.
When you get rooted there is a small chance your skills become unresponsive and i though if i used "Snow Treaders" i could play around this bug, but looks like now it happens with snares as well and they somehow even go through the snow tradders.
This makes any high level group vs group gameplay frusturating, as root spamming is pretty common, there will be a lot of times someone will die bcz of this bug.
