Foolkiller's Ward set is bugged (not working)

So Foolkiller's Ward set puts a shield on you and your teammates when you hold block (you have to be on combat).
If your shield breaks it gives the wielder 6k magicka and 6k stamina.

But after testing it multiple times with friends, we figured out that is not the case all the time. It is pretty rng.

-> First person who gets their shield broken gets back resources 90% of the time but doesn't get 10% of the time.
-> Second person who gets their shield broken gets back resources 10% of the time but doesn't get 90% of the time.
-> If multiple shields gets broken at the same time it is complete rng who gets one:
*we had instances that
we both got it
one person got it
no-one got it
