Last time i checked you can still wear any set you want.
I did a treasure maps run on my PvE mag Sorc and didn't bother to change gear and guess what, it worked just fine.
Got into a few skirmishes along the way, flipped a few resources solo, didn't die once.

✭The test ended with the launch of Update 29; this is not a test. ZOS has indicated that they intend to re-enable proc sets in Update 30, which occurs in June. Whether that happens, and in what form, no one knows.
I look at the return of proc sets with ambivalence. On the one hand, pre-U29 proc builds were performing so much better than stat-based builds that it led to what I would describe as a toxic meta. On the other, eliminating 95%+ of sets from use in Cyrodiil is the height of folly; the idea of build diversity right now is a joke.
We'll just have to wait and see. ZOS is going to do what ZOS is going to do, regardless of what anyone here has to say about it.ZeniMax has no obligation to correct any errors or defects in the Services.

Allow me to quote myself from another thread, as I replied to a comment that Earthgore should stay away and Pariah should come back:
I'm not sure the ontological difference between Earthgore and Pariah is all that clear. Is Seducer's a good proc? Is Caluurion's? If Seducer's is good and Caluurion's is bad, what about Queen's Elegance?
I'm not sure it's possible to draw clear ontological lines between which procs are acceptable and which are not on account of their nature. From my view procs can only be compared to each other by their objective numerical values and how they relate to other build elements.
As for other build elements, Enchantments and Poisons are free, unscaled damage, Potions and skills like Spell Symmetry and Dark Exchange are free, unscaled resources, etc.

It's not that fun, Cyrodiil is empty compared to how it was before. Lag is still everywhere, everyone is zerging or xing outside of a keep.1 -

I wish this no proc cyrodiil would last longer or just an inclusion of more sets would happen, with damage and healing procs still being disabled.
Sadly people will get their procs back, lets just pray ZOS comes up with a good new code regarding proc sets ir a rework for them in Cyrodiil.

Most people that I see complaining about no procs are those that simple let themselves be carried by their sets over the past years.
I agree, not all proc sets are an issue, e.g. Pirate Bones is fine imo, but those are not the kind of proc sets these people want back. But those are the sets that are pure cancer for pvp. You can see it everyday in BGs. Most people I know that run BGs these days do so b/c of the daily exp reward and that's it.1 -

It "Was" the best pvp in years, when the test started on PC NA it was fun but literally fights are nowhere to be found unless you jump into Laghost. Blackreach just seems empty and now ravenwatch is following suit.1 -
