Shadowdancer's Raiment

Hey,
I am running Shadowdancer's Raiment and Concealed weapon.
In the Advanced Stats menu, my Sneak Speed gets set to "0%", when I equip 5 pieces of Shadowdancer's Raiment. I don't notice a difference from equipping Concealed Weapon while in sneak/invisble. I definitely notice a difference from equipping the CP perk Steed's Blessing, so I am not in the speed cap!
I am thinking that Shadowdancer's Raiment is the culprit, especially compared to Dark Stalker (passive from the Vampire skill line).
