Steed's Blessing (movement increase CP skills) issue?

Just curious if anyone is having issues with these CP skills not functioning for them.
- Have reset all skills and then just had Steed's active
- Have disabled all Add-ons
- No movement enhancement armor/jewelry equipped
Does not seem like I am getting the effects from Hasty (CP) either. Have tried using all the movement modifiers and no effect but not having issues with any of the other CP skills.
The group I normally run with is halfway across zone and I seem to be moving at a crawl even with Ring of the Wild Hunt equipped... so just wondering if anyone else is getting this issue or...
