If the intention was to help the losing team, no it doesn't work. Most of the time the faction with massive zergling groups (usually the currently dominating faction) will take the hammer and nuke the weaker ones even harder... Sometimes a weak player picked the hammer, directly solo'd to enemy keeps and gave it to enemies in 2 minutes...No improvement on Cyrodill servers -> no ESO plus renewal.0 -

Really? I would say it most definitely creates order. Hammer naturally inclined towards most powerful faction as it either spawns with them or they take it off whoever in the weaker faction holds it.
Once the strongest faction owns the hammer they use it to strengthen their position with more scrolls (only % DMG and Def buff in no-proc cyro), and EMP health bonus.0 -

✭✭✭✭✭When you finish his quest in Cheesemonger's Hollow, he tells you that there will be other legendary weapons to use besides Volendrung. And if ZOS says it will be so, then so be it.
