High stats on low level

I got back to the game after like 4 years, created a new character and she has like 20k HP, Magicka, and Stamina at level 3 and a weapon with more than 1k damage. My old level 50 has stats in the same ballpark. What's up with that? What's the point of leveling and gaining attributes if 1 point adds like 100 something to a pool of 20k at sub 10 levels?

Low level characters get a battle leveling bonus so they're not too flimsy in combat, to ease people into it. It's part of the lack of leveled enemies in ESO. You'll notice a big bonus to Health, Stamina, and Magicka at first, but as you level you'll only remain high in the attributes you put points into.

In Update 29, all characters got 1000 Weapon and Spell Damage as part of the CP & character stat change. Base resources were also increased to offset the loss of +20% max resources that CP used to give. Base health is like 16k now, up from like around 9k, and base Stamina and Magicka increased, too.

The character progression while leveling mostly occurs in skill lines, I think

Oh, so that's why I couldn't find zone levels because apparently there are no zone or monster levels anymore. This is rather strange.

Welcome back. There are going to be a lot of surprises after a 4 year absence. Its actually rather strange as you level. If you dont keep gear that is current to your level, you will find that you actually can tend to feel weaker as you level. This all goes away above 50, but it can create some pain points along the way.

I havent leveled a toon in a while, but I used to keep level sets, every 10 levels, 10, 20, 30, etc. When you are like level 29 and 9 levels above your gear, you definitely feel it.

If you had left the game with any Vet Level characters, you have Champ Points to assign.

If have 160 or more Champ Points, your at the Gear Cap. And, any champ points you have can be assigned even to low level characters.

If you don't have any characters at CP160, my advice is to focus on getting one character to 160 first. Then level other characters. The gear material levels between L50 and Champ Rank160 are goofy. You only have to do this once on the first character to get to 160. And, any other characters you get to level 50 get full rank immediately. So, any gear your first character gets at 160 that is useful can be kept and passed around.
Enjoy the game, life is what you really want to be worried about.

Yeah, this change was done so that you can do any zone quest you want, and play with your friends anywhere. It makes non-boss overland enemies ridiculously easy, but has overall been a good change IMO.
