CP bug - No movement speed skills functioning and...

Basically Steed's Blessing, increased Mount speed and sprint speed CP's not working for any characters on my account. YES, the one's needing to be slotted in top bar are slotted.
I have disabled all Add-On's looking for conflicts, reset all CP and only trained Steed's Blessing still no effect. Even with more points trained in the CP slots being severely outrun by my normal party members with less points trained.

Preview in general does not work. Either it just zooms in on my characters or it shows me "Bread"... Literally, a loaf of bread. Same as above, have disabled all Add-on's looking for conflicts and no change.

Crystal Fragment's skill "grey's out" in combat (at least once per dungeon) and can not be used unless I switch bars and cast a skill from 2nd bar and switch back. Only seems to effect this one skill as both my active sorcerer's are effected by this but non of my other classes on any skills (at least skill's that I am using on them)
