✭✭✭✭✭Most trash has about 9.1k resist and bosses have about 18.2k resist. So you want a target pen that factors in the content you do, if you run group or solo and the buffs you can expect (Major Breach, Minor Breach etc).
Spell Pen:
Light armor passives can boost pen - especially if you run 7 light armor pieces.
Max Piercing in the Warfare CP constellation.
Then pick and choose from among the following to reach your target:
Access to Major Breach (like Elemental Drain).

Sharpened gold weapon(s).
