offensive vs defensive/recovery values stats

offensive values on low armor gear are to low or ineffective thats why ppl rely on procsets to kill but procsets has the problem of not scaling thus the best way to play the game is going for defensive/recovery values + procsets. (proctanks)

there is also offense sets u can craft as heavy armor... heavy armor shouldnt have big offense values since it allready has increased resistance naturally. (seventh legion was BiS for this reason for a very long time untill it got nerfed)
