How do “on kill” bonuses work?

I’m talking about abilities like the Destruction Staff passive Destruction Expert and also the new Champion Point slottables Siphoning Spells and Bloody Renewal. Under what condition do you receive the benefits?

1) Whenever an enemy your group is in combat with dies?
2) Only when you have dealt the killing blow?

From the wording, it sounds like Destruction Expert would require you to deal the killing blow and specifically with a destruction staff ability (what if you’re weaving and it’s the light attack that actually kills them)? So unless you use ice staff shields, this makes the passive useless unless you’re a DD with destruction staff abilities as a frequent part of your rotation. This isn’t a complaint but seeking to clarify for skill and champion point allocation.

The CP slottables are less clear to me. I see these recommended in healer builds, but if the resource return is only on killing blow, I don’t think they will be good options except for DDs.

    Killing blows proc them. This means Unstable Wall of Elements being spammed against trash adds is essentially free when you have the passive unlocked.

    Yes they do, like with the Destruction staff passive they only proc when you land the killing blow. Means if you get them down to 1% HP, did over 99.99% of the damage to them, and someone gets the killing blow instead of you.... it doesn't proc. It has to be you that killed them as assists don't count.
