Unable to morph Blessing of Protection.

Logged on to set up skills, tried to morph Blessing of Protection to Combat Prayer. Option isn't available, I have the Resto staff skill line maxed and plenty of skill points, it's just not appearing as an option.
I'm unaware if any other skills have the same issue.
Edit: XP for the specific skill was reset, able to morph after farming XP.
