Not Getting Major Gallop from Continuous Attack

I've put the points in and I'm not getting Major Gallop, reason I know this is I was out in Cyrodiil and everyone was running past me. I look into my passives and its not listed. Not sure whats going on. I saw it there before and when I reset my Skill points to try to make it re appear, it showed up for a second and I think once I went to another instance it went away. All horses max speed.

It is bugged and ZoS knows so it is expected to be fixed fast.

I got it the first time I skilled it and it showed, after that it just vanished from my buff list. But I thought it was still active as my mount is riding faster than before.

So... could it be permanently active but it doesn't show the buff?

Maybe a conflict with a new CP boosting speed, or Mundus stone?

I don't have this issue but one of my characters can't keep The Thief mundus and fighter's guild passive crit boost ability at the same time (very bizarre, just this one character so I used a different mundus).
