So there's there's a mini-map mod on Minion by Fyrakin that will show your actual speed. It's in the options and you have to turn this on. Also be careful as I think there's an old and new version.
However to quickly answer your question, as far as I know move speed is capped at 200% and everyone has 100% by default. Looks like you have 113% there so although you're over a little, it's a build design decision whether or not to cap at 200 or go over a little to help compensate for snares. Generally speaking for my part, in any build where I really care about move speed, generally I cap mine around 190%, leaving a 10% gap intentionally for other things to buff out and just being a little more careful.

Yeah you are over, as sprint builds tend to be in my experience.
Effects that just say movement speed affect you in sprint and non-sprint. The max speed while sprinting is the same as the non-sprinting one.
Edit: I mentioned Charging Maneuver, Adept Rider, and Steed Stone because of their non-mounted speed bonuses. Nothing I said before was about mounts. Those all give you bonuses without being mounted. Anyway, have fun zooming around!

Correction: It's not +113% movement speed, it's +153% because sprint gives a 40% movement speed. So Coward's Gear is giving you nothing (out of combat).
So you have:
21% from Medium Armor
10% from Orc Racial
30% from Cowards Gear
45% from Ring of the Wild Hunt
7% from Swift Jewelry
40% from sprinting**
=+153% while sprinting, +52% not sprinting
I recommend getting more movement speed while NOT sprinting, because sprint bonuses go over the cap pretty fast. With Adept Rider giving you constant Major Expedition, and Steed Stone giving +15% with purple gear, you'd have
45% from Ring of the Wild Hunt
7% from 1x Swift
30% from Adept Rider
15% from Steed Stone
=+97% without sprinting (out of combat)
What if you don't wanna use speed gear? Charging Maneuver (from the Assault skill line) gives Major and Minor Expedition, for +45% total. It lasts 8 seconds, so you only need ~1500 Stamina Recovery to sustain it. It doesn't slow you down to cast it cuz you're not sprinting, and is easier to sustain than sprinting. You'd have:
45% from Ring of the Wild Hunt
7% from 1x Swift
45% from Charging Maneuver
=+97% without sprinting (out of combat)
IMO, might as well do one of those and save the stamina.
