What's the minimum # of wisps required to summon final secret bosses in vBDV?

A lot players seem to think 30 is required bc some guide told them that, but I've summoned with 23 and regularly do it with 24 or 25. Was wondering if anyone has summoned with less than that.
* I haven't done HM yet, so I don't know if 30 is for HM only. I only know it's def not required for vBDV non HM.
