One of the worst aspects of the new CP system is you need to get 30 CP before you can use them. Everything costs a minimum of 10 cp and you can only get 10 CP in a skill line after getting 30 CP.
The old system had skill like penetration where you could spend single CP. The new system desperately needs this so CP aren't wasted.
I dislike the new system less than I expected. Except, it seems obvious that certain slottable skills are much better than others and many of them won't ever be slotted

Not sure what your talking about, but this exists have you looked into the passive parts of the champion trees? that's where penetration is.

Just because Mighty may have said "get 7.4% mitigation" didn't mean you were getting that. You had to put in 4 CP into that before it did anything, and then another 3 to get to the next point. There was no difference between putting in 37 vs. 42 points, just like there is in the new system.
At least in the new one we have a visual that will tell us how much to put in to see an effect.
