'Reach' passive in Assault skill line is applying outside of keeps

The 'Reach' passive in the Assault skill line is applying to skills outside of keeps despite the passive stating that it should only apply to skills when fighting near a keep/flag.

We tested by going back and forth between keep zones (inbetween where the passive should and shouldn't proc) and found it to be working in both zones.

Perhaps they changed the definition of "near". It's completely subjective how close you need to be to be near a keep. Perhaps anywhere in Cyrodiil is considered near a keep now. Either that or the ability was changed to have a larger area and the tooltip wasn't updated. Or it could just be a bug like you say. I could believe any of these scenarios.

Hard to tell, it’s not exactly the easiest thing in the world to test. Despite that I’m pretty certain it is infant a bug as even when I was no where near a keep the tooltips on my ranged skills would say ‘41m’ when in reality they should say ‘28m’.
